This is what a Coalition of industry and stakeholders, led by Ecommerce Europe, has been debating about for the past year. And the first results are already surfacing.

Background to the Coalition for a digital EU EPR OSS
Ecommerce Europe has been working hard to promote the idea of a digitally based, EU-wide One-Stop Shop for Extended Producer Responsibility (EPR). Such a platform would facilitate the day-to-day of many e-commerce businesses who still earmark too many resources to understand and fulfil EPR-related obligations. And these costs become even more disproportionate when businesses want to tap into the potential of the EU Single Market, as fragmentation of EPR across Member States exacerbates administrative burdens.
To make sure that the concept of such a platform is widely shared, constructively criticised, and jointly owned, Ecommerce Europe has gradually pulled together a Coalition of industry and stakeholders around the subject. Throughout 2025, the Coalition for a digital EU EPR OSS (One-Stop Shop) has been discussing a number of aspects related to this concept, such as the OSS’ parameters, objectives and implementation. Based on the preliminary results, the Coalition has promoted essential policy asks with the European Commission and other relevant policymakers.
In May, the Single Market Strategy 2025 enshrined the European Commission’s commitment to an EPR digital One-Stop Shop and greater harmonisation. To react to this groundbreaking announcement, certain organisations part of the Coalition decided to co-sign a Joint Statement, commending the Commission for this step forward to tackle the growing complexity of EPR in the EU.
In parallel to this major development, the Coalition hosted discussions on increasingly more technical aspects of the OSS, collected doubts and concerns, and formulated initial policy asks. As a result, the Coalition today treasures a wide-ranging understanding of the challenges and opportunities involved with the establishment of a digital OSS for EPR.
New milestone reached and future of the Coalition
More recently, the Coalition met to celebrate a new achievement: the agreement on essential functionalities of the OSS. These include the collection of data and information required by national EPR schemes/registers in a safe environment, automatic population of customised registration templates, forwarding registration templates to the appropriate national entities and notifying sellers of their compliance status.
The Coalition also decided to go public, in view of expanding and rally more interested stakeholders. Moreover, a topic on which the Coalition will be active in the next months is the development of technical specifications of the OSS, such as in the context of Project SEED.
